Deloitte: In-House Teams Project 20–40% Outside Counsel Spend Reductions — Mid-Sized Firms Most Exposed

Deloitte Legal's AI Imperative report projects that external legal spend could fall 20–40% over the next three years as in-house teams use AI to insource routine work previously sent to outside counsel, and that the share of work billed by the hour is expected to decline from 72% today to 44% within two to three years. The Axiom 2026 in-house legal report reinforces the structural shift: 80%+ of legal departments plan to bring significant law firm work in-house or to ALSPs within 24 months. For mid-sized firms, which have historically competed on price against BigLaw rather than on full-service capability, this dynamic is particularly acute: the "routine" and "moderately complex" work categories that mid-sized firms captured at a 40% rate discount to Am Law 100 over the past three years are precisely the categories that in-house AI is best positioned to absorb first. The defensive strategy is not to compete on price for declining categories but to accelerate into advisory, judgment-intensive, and relationship-dependent work that in-house AI is poorly equipped to handle.
