Gartner's forecast, reported by GlobalLegalPost, is the most consequential competitive intelligence for mid-sized firm leadership this week: in-house legaltech budgets are set to double worldwide by 2028, and by 2029, approximately 50% of contract reviews will be handled by self-service AI systems that refer only 1 in 10 for human review. Sixty percent of legal departments will use AI-based systems that answer half of all legal requests without human intervention. Gartner analyst Weston Wicks uses the word "flatline" for what this implies for law firm revenue — not decline, but stagnation while costs and inflation advance. The mechanism is a two-front compression: in-house teams doing more themselves with AI, and AI-native firms offering lower prices for the work that does get outsourced. Mid-sized firms whose revenue is heavily concentrated in transactional work, contract review, or routine corporate advisory face the most direct displacement risk and have the shortest runway to respond.
