On October 7, Reuters reported that EU ambassadors approved 1,646 new Russia-related designations, more than half involving the production chain for ballistic missiles including the 9M723 Iskander-M. The proposed list also covers drone manufacturers, submarine-servicing shipyards, 77 politicians associated with elections in occupied Ukrainian territories, and seven North Korean persons or entities linked to Russia’s war effort; formal adoption was expected at the next foreign-ministers’ meeting. The scale of the package means counterparties that previously screened only prominent Russian companies will need refreshed beneficial-ownership, sector and supply-chain checks. Until formal adoption and publication of the legal acts, firms should distinguish the political agreement from enforceable listings while preparing clients for a substantial update.
