EU mobilises €4.9 billion for Ukraine through the European Peace Facility

On October 26, 2026, the Council of the EU adopted eight decisions allocating €4.9 billion through the European Peace Facility for Ukraine, including €4.7 billion to reimburse previously delivered military aid and €230 million for the EU training mission. The decisions implement part of a September 25 political agreement to mobilise €6.6 billion and bring total EPF support for Ukraine to €10.8 billion, according to the Council. Defence, logistics and financial-services clients should examine how reimbursement, procurement origin, end-use monitoring and immobilised-Russian-asset proceeds affect contracting and reporting. The scale of the facility also makes documentation quality a strategic issue because later audit, sanctions or state-aid scrutiny may reach transactions long after delivery.
