UK parliamentary committee calls for an AI bill and independent regulator

On September 14, The Guardian reported that Parliament’s Joint Committee on Human Rights had recommended an AI bill, an independent oversight body and risk-tiered duties, including stronger transparency for higher-risk systems. The committee also questioned whether the AI Security Institute can test leading models when it lacks power to compel access, while OpenAI’s European policy lead supported targeted rules for the most powerful laboratories rather than startups generally. For law firms and legal departments, the proposal would move UK governance closer to a formal assurance regime, although it remains a committee recommendation rather than enacted law. Organizations operating across the UK and EU should preserve a control map that can accommodate both a future UK risk framework and existing EU AI Act obligations without assuming the two will become identical.
