UK science advisers call for an AI sovereignty plan

On October 19, 2026, the UK Council for Science and Technology published advice defining AI sovereignty as sufficient agency across the AI value chain to preserve strategic choice, public value and resilience. Its four recommendations include a national sovereignty plan, clearer governance, investment in domestic skills and data, and continued access to leading models while selected UK capabilities are developed. For law firms and legal departments, sovereignty is likely to become a procurement criterion covering model access, data location, exit rights, business continuity and concentration risk rather than a purely industrial-policy concept. Multijurisdictional buyers should watch whether public-sector contracting translates these recommendations into clauses that later become private-market benchmarks.
