The Legal Stack's Legal AI Procurement Decision-Maker Shift Report 2026, published August 10, found that procurement authority for AI tools has migrated "upward, outward, and into the hands of people who were not in the room when the demo happened." The core finding: the person who wants the AI tool is increasingly not the person who approves it, and the gap between those two roles has widened by an estimated 40–60% in decision cycle length compared to 18 months ago. The report traced the shift to three drivers: security and data governance requirements now requiring IT and CISO sign-off; client data handling obligations creating general counsel and ethics committee involvement; and budget cycles consolidating AI spend under firm-wide procurement frameworks rather than practice group discretionary budgets. For legal tech sales teams, the implication is direct: demos and champion-driven sales cycles are insufficient — the vendor evaluation process must now address the security, governance, and ROI questions of buyers who never attended the original pitch.
