UK committee calls for an AI bill and independent regulator

On September 14, The Guardian reported that the UK Parliament’s Joint Committee on Human Rights called for a new AI bill, a single independent regulator and risk-tiered obligations, including supply-chain transparency and prohibitions on certain rights-incompatible uses. OpenAI supported stronger rules for a small number of frontier laboratories but argued that less powerful startups should remain outside that regime, while the government said it favored targeted, evidence-based measures. For legal-tech companies selling into the UK, the proposal would increase the importance of documenting model roles, downstream dependencies and rights impacts across a product’s supply chain. The recommendations are not enacted law, but founders should avoid architecture and contracts that assume responsibility will remain concentrated solely with model providers.
